Hmmm...despite the fact that it's listed as "OK" (i.e. non-winmodem)
in the "WinModem" database, I have to say it really sounds a LOT like
it's a WinModem. What com port and IRQ do you have it set at? Did you
disable any on-board com ports that may conflict with it? What
happens if (from DOS prompt) you do a "echo atdt<some number>
>COMx"??? That SHOULD allow you to double-check that it's not a
windows-only modem.
