I'm not an expert, but this might help:

in Redhat:
    login as root and go to /etc
    add     /dev/ttyS1    to securetty -file. (assumin modem is on ttyS1
= cua1 = com2)
                                                                (com1 =
ttyS0)

securetty -file lists all the secure connections. It will contain the
virtual consoles at least.
