This is a list with permitted consoles. If you add ttyP0, ttyP1, ttyP2,
etcetera, it'll be possible.
try:
$ su -c "ls /dev/tty?? > /etc/securetty"
and everyone will be able to log in.

You can better log in as a regular user and do a su... Why do you want this?
