How are you setting the date? If you are using "date", that only changes the
time maintained by the kernel, not the system time stored in the BIOS. To
change the BIOS clock, either do it from the BIOS menu prior to boot, or use
"hwclock". See "man date" and "man hwclock" for more detail (including the
answer to your second question).
