Lawson was kind enough to send me, privately, a copy of your original
message. Given the problem you describe, and the clarification you offered
in response to Lawson's message, I'd ask the following:

1. Are you sure the changes to /etc/inittab are *ever* getting saved properly?

2. After you make the changes, do you restart init (with "init q", running
as root)?

3. After you *think* you have restarted init, if you check the process list
("ps ax") do you find an mgetty process running on ttyS1?

As to your other questions ...

1. 115200 is the top speed of a 16550A UART running in standard mode (I
think there are tricks to double it, but I don't know them). It's not quite
fast enough for full (2 B channel) ISDN, which runs at 128 Kbps. 

2. In the olden days, serial ports had rwo device designations: cua0 for
outgoing use and ttyS0 for incoming (the number varied, of course). These
days, the cua0 usage is deprecated, but some apps still employ it.
