Looking for a recommendation

I have an old 486 laptop (Compaq Concerto) with 12 MB RAM and 250 MB HD I'd
like to turn into a Linux box.... my problem is this machine doesn't have a
CD ROM drive.  Can anyone recommend a Linux distro on floppies that I can
load into this machine.... ultimately I'd like to turn this box into a
router... all suggestions welcome.  TIA
