I did something like this myself not very long ago.
OK, do you have a hardware-based synthesizer? If you do, you can use
Speakup, a set of kernel patches that will talk to you from boot up to
shutdown. Speakup currently supports:
Doubletalk/Litetalk/Doubletalk external
Accent PC/Accent SA/Artic Transport emulating an Accent
Speakout (serial only, I think)
There are Speakup-enabled boot disks at the Speakup FTP area for Redhat and
for Slackware. I use Slackware, as it's the most text-based and easy enough
to install.
If you don't have a hardware synthesizer, your idea #3 sounds like the best
alternative. You can either set up your extra computer as a terminal on a
serial port; the Access Howto has excellent instructions on doing this
under Slackware Linux setup. (I did that the first time; it really is
easy.) If you want to use Eathernet cards and a telnet program, it's a
little more involved, but it can be done; others will likely have more info
on this than I do.
