You are confusing me, in answer to my question;

"is there a line in /etc/inetd.conf as"

You say "yes exactly"
then do you have in.ftpd in /usr/sbin

"yes"

But you say a find found  "TFTPD"

They are not the same, the line in /etc/inetd.conf has in.ftpd as its
binary, you keep saying we are using "tftpd"

The normal one to use is in.ftpd .
Now just which one do you have and which one is defined.???

ftp will only work when the binary defined is found in /usr/bin or the path
stated in inetd.conf.
If inetd.conf is changed at all while inetd is running, and it runs all the
time, then after alterations do;

kill -HUP `pidof inetd`
Note the marks, if that does not work for you, then read the top of
inetd.conf it tells you what to do.
