As root, wvdial works just fine. However, what I am trying to do is set
up things so that nonroot users can use wvdial, but I'm running into the
following problem. When a user issues:

wvdial ispconnection

the following error message is returned:

Cannot open /dev/ttyS0: Device or Resource Busy

In looking at the serial how-to the only possible kludge I found was to
change the permissions on /dev/ttyS0. I did this but no joy.

Can someone suggest a solution? Currently root has to establish the
connection via wvdial and then the users are connected. But I'd like to
enable users to establish the ppp without root having to do so).
