According to a database i have your monitor should be able to do;
1024x768 at Hfreq=48.4kHz Vfreq=60Hz
I belive they bot fall into your spec's
NEC XV15 with a HSync range of 31kHz-65kHz
VSync range of 55Hz-100Hz
Your range of modes is possably not defined in the XF86Config file.
copy /etc/XF86Config and rerun xf86config and define all modes.
