By default Root isn't allowed to login remotly. This is a good thing! However
in order to allow it you have to edit your /etc/securetty file and add the ttys
that you want root to be allowed to login on.
However, a better idea is to login as a normal user via telnet (or better yet
ssh) and then just su to root when you need roots abilities.
