I recommend that you NOT enable root login via telnet; it is a security
hole. With that warning ... you edit /etc/securettys to add the telnet
pesudo-ttys.

The other program you are asking about is probably fortune. It's usually
included with the games portion of installations, though I don't know
exactly where RH keeps it. If it is on your system, just add it to the
default shell configuration file, probably /etc/profile .
