You say /dev/hda3 is mounted as "/" so /dev/hdb2 is mounted as /home on
/dev/hda3, to deltete the old stuff one would need to know what the "old"
/home directory is now called.
I am not going to say rm this or that because its really impossable to say
as i dont know what the old home directorys name is;
It would have been beter if you had told us what it is called, possably
a name like, /homeold or /oldhome.
A safe way would be to unmount /dev/hdb2 containing the "new" directory
structure and then deltet the old /home dir(s). That way you can be sure
you are not deleteing the new. Before doing anything put the system in
/admin mode,
init 1

Thoses accounts are surely in /home/user right, and /home is located on
/dev/hdb2 so the new accounts are really on the "new" system, it is because
/home is mounted on /dev/hda3 that it seems like they are on the old system.

Certanly unmount /home before deleting anything.
If you are still unsure send us a copy of /etc/fstab we should htne be able
to see what is mounted and where its mounted.
After the deleting is done type;
init 3
Or which ever runlevel you use.
