I was inspecting my processes after a shutdown/reboot.  I noticed 2
processes that I have never seen before.  they are to do with startup and
the various run levels, but they seem to have not terminated properly:

USER  PID     TTY   STAT START  TIME  COMMAND

root  104 ... ?     S    00:27  0:00  bash /etc/rc.d/rc 3
root  483 ... ?     S    00:28  0:00  sh /etc/rc.d/rc3.d/S99local start

I am only concerned as I fear that my startup is a bit broken as I have
never seen these.  It this normal?  Should I be concerned?  I can kill
them (kill -9) and all seems fine, but I know that this is not a good
habit.
