Providing that you modem is not a winmodem, 
then it would look like that you have told 
Linux to use COM1 (ttyS1) and not COM2 
(ttyS3). In SuSE you use yast to configure 
the hardware but other distros will be 
different. Try telling your distro to use 
COM3 (ttyS3).

Part of the problem is that DOS/WINDOWS uses 
COM0=Serial Port 1 and so on. This may have 
caused your problems.
