You need to tell us more. How does the attempt fail? (Do you get the login:
and passwd: prompts, or do you get a "connection refused" message?) Did you
do any upgrading to the machine? (Might is be a shadow passwords issue?) Do
these failed logins generate any log entries?

Again, you need to tell us what "cannot run" means. What actual error do you
get? It might be simply a matter of different PATHs in the two cases. If you
can't successfully run traceroute (your example), can you run
/whatever_its_path_is/traceroute (probable /usr/sbin/traceroute)?
