Firstly why not limit your users with "quota" that way you solve your
problem in one clap.

The only script i have seen for coping cd's is cdcopy by 
H.P. de Vries

AFAI can see it does not do what you ask, however it should not be to
difficult to place another option in the script.
If you want a copy mail me, as i cant remember where i obtained that script.
