OK. Then your guess that it is a permissions problem with public_html is
wrong. You need to go back the the original error report (I no longer have
your earlier message to look at) and see what other possibilities offer
themselves.

What actual files were you accessing? Were its permissions correct?

Do you have apache set up properly to find the userid/public_html directory
for the URL //hostname/~userid ?

Just shooting blindly here ... troubleshooting requires information, and I
don't have any to work with.
