You say preferances are the same, i trust that the user has permission to
read and write to those files, if you copied any files from /root/.netscape
to /home/user/.netscape you would need to change ownership of thoses files
to user.
If netscape locks as you say, what happens if you wait 5 minutes, does
netscape give up and things return to normal, what i think is happening is
your system wants to access a DNS server which without a internet connetion
it cant do, so it "appiers" that netscape has failed and frozen.

Yup, DNS problem. It could help to define any local stuff in /etc/hosts.
