I've got this fax2send package. It's free for up to four users
with a $10 fee for extra fonts and updates. Unlimited users use is $99.
They pass the CD's out like playing cards at the Linux shows I attend.
Includes Windows 95/98/NT clients as well.

I guess with those TIFF files from your scanner, this is the
feature you would be looking for:
* send ASCII, PCL, Postscript 1, TIFF, PCX & BMP files automatically
