This patch adds enable_oswr flag in pm debug fs to enable
disable OSWR feature.
To enable this feature:
        echo 1 > <path>/debug/pm_debug/enable_oswr
To disable this feature
        echo 0 > <path>/debug/pm_debug/enable_oswr
