I'm running OMSA 6.x on OpenSUSE 11.1 as well and I did not fiddle anything - just installed the RPMs and they worked. I wouldn't expect any program to look into /etc/issue at all - it's a message for users. Maybe you mean /etc/SuSE-release? (Which is the default one here as well).
