For posterity:
I wound up having to comment-out the "mirrorlist" lines and hardcode
the baseurl in the repo file for both the hardware independent and
hardware specific repositories:
baseurl=http://linux.dell.com/repo/hardware/OMSA_5.5/platform_independent/rh50/
baseurl=http://linux.dell.com/repo/hardware/OMSA_5.5/pe0750/rh50/
After doing this, yum was able to find the srvadmin-all package with version 5.5
