I ran into this problem last week, and it turns out the firewall at work
was the problem.

Try this instead?

apt-key adv --keyserver hkp://pool.sks-keyservers.net:80 --recv-key
1285491434D8786F

The underlying protocol (without the URL notation) uses port 11371; this
forces it through port 80.
