I would recommend running mgetty with AUTOPPP compiled in and setup.  There
documentation is quite good and there are also places on the net you can get
how-tos on setting up ppp with mgetty.  The advantage is that if it detects
a ppp connection coming in, it automagically starts pppd, else it gives you
a login prompt.   Each port is multipurpose then, and I've set up an ISP
with these parameters, as well as our own in house server.

I've had no problems logging in with Linux, Win95, or Mac.  Haven't tried NT
yet, but see no reason not to expect it to work.
