According to the Assigned Numbers RFC 1700, it is the Bridging Protocol.
The corresponding NCP is called BCP (Bridging Control Protocol, 8031
hex). This is discussed on page 87 of "PPP Design and Debugging" by
James Carlson. He refers to RFC 1638 for BCP, so I guess that RFC would
be a possible starting point.
