The latest pppd is v2.3.5, available at
ftp://cs.anu.edu.au/pub/software/ppp/
I have a patch that was posted to the list for glibc and 2.1.x kernels, if
this is an issue for you.
At least as of 2.3.3, the 'idle' option has been included in the man page
for pppd. The definitive list of options is, of course, to be found in
pppd/options.c in the source tree. Sometimes the man pages don't keep up
with the code.
Many modems also support an inactivity timeout through a S register. This
is better if you also provide shell logins.
I use both methods, though they can be defeated by the user with LCP echos
or pings. Unfortunately, the 'active-filter' option that would prevent
this is only supported by NetBSD in the original 2.3.5 source.
