Apparently, 0x31 is the "Bridging Protocol", and is described in RFC
1638. According to "PPP Design and Debugging" by James Carlson, it is
"...a technique for forwarding messages from one physical network to
another without reference to their network layer information." That
sounds like it could be relevant to your situation (superficially). I'm
not familiar with the protocol, but hopefully, this will help you get
closer to solving your problem. One source for the RFC would be:
