You just possibily might need to create one with
echo -n > /var/log/debug
Otherwise the instructions for configuring /etc/syslog.conf and getting
syslogd to write to the debug file are about as clear as I'm able to
provide. It's rather unlikely that anyone here can help further until you
can post the ppp negotiation messages.
