The second is a start on a cleanup on the first.

There are afew reasons it might not be working, even if you 'think' you
have everything working properly.

1) You think your using /etc/mgetty+sendfax but it's actually looking for
/usr/local/etc/mgetty+sendfax
2) Your using a serialport board that seems to be working fine, but in fact
there is a hidden hardware conflict.
3) There is a some sort of hardware conflict between your modem and your
motherboard.
4) Your /etc/ppp/pap-secrets file is getting in the way. - delete pap-secrets
5) You specified the wrong mgetty binary file in /etc/inittab - look for
the newly complied one.
6) Your system is taking too long to negotiate the connection. - add
lcp-restart 4 to your login line in login.config. The default for
lcp-restart is 3

I'd say 6 applies on your case.
