No, or at least not at the same time. Only one pppd is running at any given
time, either

        (a) the one called by mgetty after it answers an incoming call; or
        (b) the one called by diald (or whatever you use), after it makes
                an outgoing call.

pppd and the kernel create and configure (as in ifconfig) the ppp0 interface
on the fly when pppd is invoked, not before.

You'd only have a problem of this sort if you had TWO modem lines. Then one
could be making an outgoing connection, the other an incoming connection,
using the same local IP address (or both connecting to the same remote IP
address). I won't go into the details on this since it's not what you say
you have.
