Can anyone help?

I'm trying to connect to my ISP and can't get the link up.  I have read the
PPP-Howto and parts of the serial howto.  The modem is an internal USR
Sportster 28.8.  The isp uses Cisco with T1's from the CO.  The whole
package is unadulterated Redhat 5.2 with kernel 2.0.36 and pppd 2.3.5.  I
can dial up and connect but never get a ppp session started.

Here's the command I used:

pppd connect 'chat -v "" ATDT5551212 CONNECT "" name: linda word: password'
debug modem crtscts /dev/ttyS1 38400 defaultroute
