If your on a redhat system, pppd is probably using PAM.
If PAM is used  pppd does not log entries in utmp. if you look at  
"auth.c" it says that this should be done by the PAM modules.

        Anyway I made a ppp pam module that authenticates via radius and
logs entries in utmp. If you like I can give you the source and hack it
according to your use, you may revised it so that it authenticates 
locally.
