How to exec pppd

I can see the terminal window by using mgetty, the problem is, I cann't exec the 
'pppd' command in /usr/sbin/, after login as a common user, I already run the command 
'chmod o+u'. 
another question is : root privilege user cann't login by the terminal window, why?

BTW, could U tell me how to setup Linux as a 'smtp' or 'pop' server, thanks !
