Root privilege users can't login in a terminal because of a security set on your system, check for /etc/securetty, this file should contain the name of the terminals where root can login, and there should be a file /etc/login.defs it must have a line called CONSOLE, if it is set to one or more values, the root will only be able to login on these terminals (or if it is set to /etc/securetty, the root will only login on the terminals defined in securetty), comment out the line(s) CONSOLE and the root will be able to login on any terminal (but beware, if you do this, make sure that you have a good password for root, because anybody that can connect to your host will have a chance to login as root), or add the name of the terminal where you are trying to log from.

About your pppd question IDK (I don't know)... sorry, I'll try to reconstruct your conditions, and I'll see.
