That means your kernel is not compiled with PPP support.
You should configure and recompile your kernel with PPP support.
If you want your ppp to be as a loadable module you'd better enable 
kernel daemon support (autoloading modules)

connecting two modems doesn't mean that you can start a ppp session.
First some low level modem protocols are started (this is the handshaking
and determining the speed of communications between them), before starting
ppp.
You can do a login etc. without starting ppp at all.
