It seems to me that you are calling your university. Is that right?
If yes, keep in mind that the 56K speed in only available when your
provider (in your case your university) is using special equipments at
their end.
Try to call another "real" provider (like wanadoo, Free,...) which in
offering a 56K access point. Just check what speed you are connecting (you
do not need any username/password for that) by using minicom or equivalent.
Also, 33.6k is a symetric speed (33.6k in emission _and_ reception).
56K is asymetric (56K in reception and 28.8K in emission).
