I was about to say the same, but I would also add that you must be within
~5 km of your local telephone switching center to get 56K (actually 53K in
the US, not sure what France allows).  If you have made 56K connections
before on the same line, this is not the problem. 

The fact that you are getting 33.6Kbps also makes me suspect that the
problem is one of the above, not a Linux configuration issue (your config
files looked okay to me).
