ppp-2.3.7 and earlier would complain of no support in the kernel if
you specify a serial device which you can't open.  I fixed that in
ppp-2.3.8 by opening a pty slave to do the test on, which is fine as
long as you aren't using unix98 ptys (I still need to add the unix98
pty support).
