Quite right, he probably does mean TCP/IP. Perhaps via PPP.
However, UUCP over TCP/IP is still without parallel for two
cases I'm aware of:
1) Intermittent connections, especially those with
peculiar rate structures. Nobody has yet written as
flexible a package as UUCP for handling pathological
phone company rate structures. Fetchmail kinda sorta
maybe handles part of this, with a lot more work
re-inventing the wheel than UUCP requires. Some MTAs
also kinda sorta maybe handle batching mail over
intermittent connections. With UUCP you can use any
MTA you please.
2) Leaf nodes without SMTP support, which however do offer
UUCP. Yes, Virginia, there are still BBSs that work
like that. UUCP over local TCP/IP is a pretty good way
to work with these.

This mail brought to you via UUCP over PPP to a leaf node
with an intermittent connection.
