I have this same problem.  The problem is that pppd won't down the link if 
ANY traffic is coming into or going out of the link.  Run tcpdump and see 
where the traffic is coming from.  In my case, my ISP sends RIP packets 
every 30 seconds.  

There is SUPPOSEDLY a method to filter out the unwanted incoming 
packets (the active-filter option in the ppp conf file), but for some insane 
reason, it's NOT supported under Linux.  It's only supported under Net-BSD.
