Edit the file /etc/sysconfig/network-scripts/ifcfg-ppp0 to contain the
line 'USERCTL=yes' and then tell non-root users to use
/usr/sbin/usernetctl ppp0 [up|down]
to take the ppp connection up and down. You may be able to do the first
part of this with some configtool (linuxconf), but I just edited the file
manually.
