More details, please. How do your 'ppp1' and 'ppp2' users connect? Do
you use mgetty with AutoPPP? What authentication method?
The configuration files you specified only work with 'login'. Therefore,
if you bypass 'login', your restrictions are never applied.
Presuming AutoPPP and PAP, you can restrict the ppp users to an IP address
in the pap-secrets file and assign the IP address to the ttySn port with
options.ttySn files. See the pppd man page.
