Note first that my reply was directed to Andrew who specifically said that
his problem was IP.
Some (sometimes it seems almost all) ISPs have PPP implementations that are
broken in some way. A few cannot properly handle VJ header compression and
then IP doesn't work. If PPP works without VJ then you can complain to
the ISP about it. Well, you can complain, but it's another question as to
whether they will do anything about it even if you get past the front line
of "help" personnel.
Yes, VJ does improve the PPP link transfer, although it's of less
importance nowadays with modem compression.
