V.90 requires the ISP side to be fully digital. To achieve v90
connections, requires a channenalized E1 from the telco (Phil. uses E1
not T1) then a modem pool capable of handling the connection.
Your 56k USR modem is for client side only and when used to connect to
another modem which is not connected to a digital line will only get up to
33.6
BTW You should be getting 33.6, make sure your line is clean otherwise the
ISP is using old 28.8 modems.
