PPP isn't responsible for this. For dial-in, you need to setup your modem
initialization in mgetty.config ('init-chat'). Usually, the default
setting supports compression and error control, but check your modem's
manual. If you are using internal modems, you either trust it is working
or force the modem to report verbose connect messages in the log.
Externals are preferred because you can just check the display.
I had problems connecting from Win95 to my Linux dial-in when I enabled
"Always connect at this speed" (or similar) in Windows. If you have this
enabled, try disabling it.

Not usually, but you can use mgetty.config for a dial-in config and chat
to set a different dial-out config if you want.

As long as it is listed on the Linux compatability list, it's your choice.
I'll leave it to others for recommendations. I use externals which are
usually beyond your specified range.
