This means: anyone allowed to authentify as any IP address to us with
no password (at least to my knowledge). Maybe if you use that
conjointly with the `login' option it will check with /etc/passwd, else,
and if you use AutoPPP, you open your system to the world.

For a more precize answer, please ask the linux-ppp mailing-list. I
have never used the `login' option, nor PAP. I use CHAP, with AutoPPP,
one IP address per user, one specific password per user, which has
no link with their possible /etc/passwd or POP password.
