Your problem is not the modules. Just alias them off in config.modules
since you don't have them anyway. They are in the 2.3.13 and up
kernel source and only these kernels use them.
The problem is in the configuration of the modem device file
/dev/ttySx, x=whatever is appropriate for your modem. The IRQ that's
configured is most likely wrong, or less likely, the IRQ is correct
for the modem but some other device also uses the IRQ.
The active IRQs can be seen in /proc/interrupts. Setserial configures
the device file at boot-up, probably in /etc/rc.d/rc.serial or similar.
