Are you using the same pppd and chat scripts?  What's the new kernel
version?  BTW the newest pppd is 2.3.11.

Pppd wasn't design to answer or make calls.  Answering calls is a getty's
job and making calls is chat's job.

It very likely means that your chat script didn't provide the ISP with what
it needs to start PPP at it's end.

Post the chat script and log messages generated with the chat -v and pppd
debug options.  That'll be a good start toward diagnosing why the chat
script isn't doing the right thing.
