I fixed this one. I never fixed much in linux, but I did fix
this one. Download wvdial, xisp or one of the "for idiots" comms
programs. Make it. Fill in your isp stuff in the boxes. WATCH WVDIAL -
it puts 9999999 in as the phone number - that gets the police here!
Apart from that, it's the easiest I met.

 They talk to the isp and ppp. Open the ppp-HOWTO and skip to
(from memory) section 10. By there he's actually on the subject ;-)  Do
everything that it says, and try it. 

 When you still fail, then write here again :-)
